As part of the United States Atomic Energy Commission's financial incentives during the Cold War, prospectors were encouraged to locate domestic uranium deposits for the country1s nuclear weapons program. The Commission, having established itself as the only legal buyer of uranium in the country, artificially manipulated prices to reflect their uranium needs, and raised the price of uranium above most other metals.

Steen moved his family to Washoe Valley after building the ranch, which, was located, at the time, near the residence of the Comstock millionaire miner Sandy Bowers. Steen also served a brief stint in the Utah State Senate.
